ABaCAS An Overview of the Air Pollution Control Cost–Benefit and Attainment Assessment System and Its Application in China

China has and will continue to encounter episodes of severeair pollution and the burden of disease attributable to airpollution that have resulted from the rapid and continualgrowth of the economy, energy, and vehicle population.1 Thecoherent control of multiple pollutants and joint reduction ofregional emission sources can be very beneficial to air qualityand has been well demonstrated in a few mandatory shorttermcontrol actions and events (e.g., 2008 Summer OlympicGames2 and 2014 APEC meeting in Beijing). However, theimplementation of such temporal actions to improve air qualitywith no consideration of cost is unrealistic as a long-termcontrol policy. The challenge in China and other developingnations is how to design a cost-efficient strategy that canoptimize the control benefits over various types of pollutantsfrom multiple sources and regions.
