Labor, programming costs still hurt FTTP's business case

Last year's fiber to the premises (FTTP) RFP issued jointly by Verizon Communications, SBC Communications, and BellSouth brought renewed hope for fiber to the home (FTTH) vendors, but the economics of providing optical access services have not changed much over the last few years. Specifically, independent operating companies (IOCs) continue to face sharply different economic cir- cumstances than the RBOCs, programming costs eat into everyone's video revenue, and labor still accounts for the majority of network construction costs.
