Regarding the September LD+A issue on street lighting, in 2009, New Hampshire enacted a law requiring all electric utility companies to add to their rates a new tariff for unmetered streetlights that turn off at midnight. In July 2010, Connecticut regulators gave final approval to a new Midnight Option rate for streetlights, where the cost for streetlights that are turned off at midnight is reduced by an average of 28 to 40 percent. Electric utility companies in Oregon and Pennsylvania have recently agreed to develop a new rate for midnight streetlights as part of formal settlement agreements in ongoing utility rate cases. Within 10 years, it is highly likely that almost all electric utility companies will have a midnight rate for streetlights.
