Uruguay's telecoms regulator, Unidad Reguladora de Servicios de Comunicaciones (URSEC), published its 2009 report on the country's telecoms market, showing that the number of mobile subscribers rose 17 percent year-on-year to reach 4.112 million as of December 31, 2009.rnAt the same date, wireless penetration stood at 122.9 percent, compared to 105.2 percent a year earlier.rnThe regulator reports that the number of postpaid subscribers is rising; at the end of 2009, the proportion of contract users reached 25 percent, up from 23 percent at the same date a year earlier.
