This book sets out to examine the Mughal state not as a centralised bureaucracy or as a patrimonial bureaucratic system, as has been the fashion, but as a system of power relations operating in a local context. It is about the interactions of local officials with holders of local power; it is about the state in its local social context. It "entails", as Hasan declares, "a preference for 'process' over 'form'".
