Keeping Off-roaders on Track: Addressing the Misuse of Off-road Vehicles in Urban and Rural Settings

In the urban context there is a comprehensive framework of road traffic legislation and anti-social behaviour interventions to deal with the misuse of off-road vehicles. Enforcement will of course depend very much on the attitude and resources of the police, but there is some evidence, at least in Wales, that these powers are being used quite widely. Local authorities may also provide a supporting role in this context by introducing a system of reporting and recording illegal off-road activity to provide the basis for more effective action by the police.
