The appeals were made: (a) under s.195 of the TCPA 1990 against a refusal to grant a certificate of lawful use or development under s. 191 (1 )(a) for the use of a building and its curtilage as a single dwelling house; and (b) under s.174 against an enforcement notice alleging unauthorised building operations for the conversion of a static caravan to a building and the unauthorised use of the building as a single dwelling house.
