The claimant challenged the Secretary of State for Communities and Local Government's ("the Secretary of State") decision to dismiss her appeal. The second respondent had refused the claimant's application for planning permission for development described as "retention and siting of one residential caravan used to accommodate one Gypsy family together with one touring caravan, one timber shed and the existing hardstanding and gravel drive way …". The second respondent also issued an enforcement notice in relation to the development and the claimant appealed to the Secretary of State both against the refusal of planning permission and against the enforcement notice.
