43.I have found that the existence of the fallback position and the positive effect of the proposal on the character and appearance of the surrounding area, in particular the adjoining Turnham Green Conservation Area, justify in this case making a decision which is not in accordance with the development plan. For the reasons given above and having regard to all other matters raised, I conclude that the appeal should be allowed.
