I have found that the proposal would cause substantial harm to the landscape character and appearance of the site and its environs. Whilst the proposal would bring benefits in terms of market and affordable housing delivery and other matters these are, applying the approach to decision making set out in the Framework, collectively insufficient to justify the granting of planning permission contrary to the provisions of the development plan. 83.I therefore dismiss the appeal.
