In his 313 page overview (excluding appendices and bibliography) of the over 4 decades of evolution of the Canada Pension Plan, Bruce Little covers most of the technical, political, and economic issues involved in originating, managing and sustaining, for an unknowable future, a national mandated denned benefit system in a modern confederated democracy. Complexities of program design, financing, assumptions both economic and demographic and the inevitable cost projections are set out in clear and detailed fashion. No important story in the struggle to sustain the program has been left untold, and the technical and political contexts are carefully interwoven.
