Process-Informed Safeguards Strategy for a Pyroprocessing Facility

Pyroprocessing is a nonaqueous spent nuclear fuel recyclingtechnique. If implemented on a commercial scale, longstandingsafeguards approaches used to satisfy IAEA requirements intraditional aqueous-based processes may be unworkable. Toaid in testing elementary safeguards strategies, two new toolswere developed: (1) the Pyroprocessing Safeguards PerformanceModel, a MATLAB/Simulink simulation of plant operations capableof calculating inventory differences for a specified balance periodas well as sensitivity studies of detection measurements, and (2)the Safeguard Hazards Matrix, a risk matrix developed using thecalculated inventory difference and probability to detect diversionof one significant quantity to represent the risk of diversionwithin a reference facility. Using both tools, four strategieswere evaluated: (1) the black box, (2) conventional, (3) processinformed, and (4) process informed with rejection sampling. Anempirically derived quality factor was also developed to provide ameasure of the spread of the calculated inventory difference overthe course of operation. Process information, specifically massbalance data from a mass tracking system, significantly reducesthe safeguards risk in a pyroprocessing facility.
