In August of 2004, Hurricane Charley slammed the West Coast of Florida, kicking off an historic hurricane season when four hurricanes hit Florida in six weeks. As with any natural disaster, municipalities and utilities in the state focused on preparing for, and minimizing, disruptions to basic services, such as drinking water treatment and distribution, wastewater treatment, and electricity. In Fort Myers Beach, a small barrier island Just 10 miles from Charley's center, the town's water utility staff and emergency crews experienced unexpected challenges in the storm's aftermath despite comprehensive emergency preparation. What follows is the story of the emergency team's experience and lessons.
