Two contradicting dictates govern the publication of scientific papers in a peer-reviewed Journal like JMPEE. One dictate is the selection of good papers and their further improvement by in-depth peer-review and editorial processes. The other dictate is to publish papers timely, in the shortest delay possible from submission to publication. The dilemma is therefore between the two contradicting requirements - the time-consuming quality assurance, and the rapid proliferation of new scientific and technological knowledge.
