This Regulation is formulated in accordance with the Marine Environmental Protection Law of the People's Republic of China for the purpose of preventing and controlling pollution caused by vessels and rele-vant operations to the marine environment. It was announced by the State Council on 9th September 2009 and took effect on 1st March 2010.
