Universitätsbibliotheken im Hochschulreformprozess - das Beispiel der Stiftungsuniversität Göttingen

Der gegenwärtige Hochschulreformprozesszielt auf die Neujustierung des Verhältnisses von Staat und Universität. Der Staat zieht sich schrittweise aus der Detailsteuerung der Hochschulen zurück und beschränkt sich auf die Durchsetzung der strategischen Hochschulentwicklungsplanung. Zielvereinbarungen, leistungs-bezogene Budgetierung und indikatorengestützte Wirkungskontrollen bilden die neuen Instrumente einer ergebnisorientierten Steuerung, die auch den Hochschulbibliotheken ein hohes Maß an finanz- und personalwirtschaftlicher Autonomie bringen. Ein radikales und viel diskutiertes Modell zur Entstaatlichung der Hochschulen stellt die im Niedersächsischen Hochschulgesetz vorgesehene Option von Hochschulen in der Trägerschaft von rechtsfähigen Stiftungen des öffentlichen Rechts dar. Am Beispiel der Niedersächsischen Staats- und Universitätsbibliothek als Einrichtung der Stiftungsuniversität Cöttingen werden die Chancen und Gefahren des aktuellen Hochschulreformprozesses für Bibliotheken dargestellt.%The current process of university reform in Germany aims at a complete restructuring of the relations between government and universities. The government is retreating step-by-step from the previously detailed management of the universities and reducing its activities to the realization of strategic goals in higher education. Target agreements, performance-related budgeting and indicator-oriented impact control are the new instruments of a result-oriented steering system which will lead, moreover, to university libraries having considerable autonomy in the management of financial and human resources. One radical and much disputed approach to the new hands-off policy can be found in the new Higher Education Law for the State of Lower Saxony, which gives universities the option to organize themselves as legally autonomous foundations. Taking the State and University Library at Goettingen as an example, this article discusses the risks and opportunities facing university libraries in conjunction with the current reform process.
