Thirty-nine years after the passage of America's Clean Water Act, the country still faces a monumental stumbling block in its quest "to restore and maintain the chemical, physical, and biological integrity of the Nation's waters."1 This challenge is not that of managing water resources, as important as that may be. Rather, it is that of "managing ourselves," to adopt a phrase from Richard N. L. Andrews's history of American environmental policy.
