The dominant player in the UK market at that time was the the National Telephone Company (NTC). However, given the criticism over the quality of its service, competition was introduced. From 1899, the Post Office started to deliver its own telephone services and it also licensed municipalities to provide services in their own areas. Licenses were granted to 13 municipalities although only six actually set up a telephone service and most of those were ill-equipped, lacking experience, underestimating the complexity and the cost.
