Analysis of China's Total-factor Energy Efficiency and Its Convergence under Environmental Regulation

摘要

In this paper, traditional Directional Distance Function (DDF) was extended to three dimensions. Based on the extended DDF, three Total-factor Energy Efficiency (TFEE) evaluation models were presented to investigate the energy efficiency of China under different environmental regulation scenarios, using the data of China's 29 regions from 2001 to 2009. On this basis, the convergence characteristic of TFEE was further analyzed. The results indicate that: (1) The TFEE of regions in China is extremely unbalanced: the east area has the highest efficiency, followed by central area and northeast area, and the west area has the lowest efficiency. (2) The TFEE of all regions will increase in different degrees after implementing environmental regulation, and the efficiency improvement under weak environmental regulation is better than that under strong environmental regulation. (3) The convergence characteristic of TFEE is also affected by the environmental regulation.
