1. All water sector utilities should be evaluated by an independent agency for their performance to regenerate and maintain their efficiency. 2. Existing water distribution networks are to be studied for their performance. They are to be rehabilitated for satisfying the needs of households receiving water for domestic purpose. If required they are to be redesigned for optimal use of water using modern practices.
