Technology is constantly evolving. Smartphone use has increased steadily over the years with traditional cell phone sales consistently declining. According to a 2013 report by the Pew Internet & American Life Project, more than half (55 percent) of American adults are smartphone owners. Additionally, about half of smartphone owners use their WiFi capability to access websites on the go. Unfortunately, a number of websites are not optimized for smartphone usage-that is, they are not formatted to appear on the smartphone screen in a way that is legible and navigable. The Norfolk Redevelopment and Housing Authority (NRHA) recognized the need for an optimized website to allow for seamless access to information in an increasingly popular and convenient device.
