Conversion Cap Is Likely Only a Short-Term Snag for HUD's Popular RAD Program

The Omnibus appro- priations bill passed by Congress and signed into law earlier this year was as noteworthy for what it didn't do as for what it did. Among the proposals left on the cutting room floor was one that would have lifted a legislative cap restricting the number of multifamily units public housing authorities could convert from rent supplement and rental assistance payment vouchers to project-based rental assistance under the U.S. Department of Housing and Urban Development's Rental Assistance Demonstration (RAD) program.
