Providing details about HUD's thinking in designing the transforming rental assistance (TRA) initiative, Gregory A. Byrne, a HUD special assistant, said the department added an option to convert eligible projects to Section 8 project-based contracts in response to suggestions that they would be more useful in obtaining other financing than project-based vouchers.rnBased on its mixed-finance experience, Byrne said HUD believes the first phase of the program could attract $7.5 billion in private and other public funds. For the entire 1.2 million unit public housing inventory such financing could reach $28 billion to $30 billion, covering the full backlog of capital needs, he added.
