MARC NAHRO Scholarship Honors Regional Founders

IN OCTOBER 2015, Clifton "Clif" Martin, outgoing President of the Middle Atlantic Region of the National Association of Housing and Redevelopment Officials (MARC NAHRO), challenged the region to become more philanthropic. In early 2016, MARC President David Allen Brown appointed a Scholarship Working Group to explore options and opportunities. They resolved to name the scholarship in honor of James H. Gilliam, Sr., a former Executive Director of the New Castle County Department of Community Development and Housing and civic leader in Delaware and Maryland, who had passed away in 2015. The MARC NAHRO Executive Board then approved the expansion of the schol-arship's name to also memorialize Louis G. Milan, Robert S. Moyer and Wayland R. Smith, pioneers whose careers as public servants, teachers and mentors profoundly impacted the region and hundreds of industry professionals.
