THESE FIVE HOUSING authorities have implemented outstanding and innovative programs that enhance the quality of life for their residents and provide them with tools to help them achieve greater self-sufficiency. This year's winners range from a theater arts program, a pilot bus pass program, two education initiatives that aimed to improve students' performance and better prepare them for college, and a Little Libraries program.
