One key step that programs can take to advance racial equity is to set selectioncriteria to prioritize vulnerable populations for assistance. Such priorities can helpensure that limited funding reaches those most in need, many of whom arehouseholds of color. About half of the programs we surveyed created prioritygroups (usually very low-income households and families with children) from alleligible households for the distribution of assistance. The new funding foremergency rental assistance enacted by Congress in December 2020 requiresprograms to prioritize renters with very low incomes and those who have beenunemployed for at least 90 days. Programs can prioritize additional populations.
