If the purchaser of hospital services cannot use lump-sum transfers and providers differ in exogenous (observable) costs, the optimal pricing rule depends critically on how the exogenous cost parameter influences the convexity of the cost function. If providers with higher exogenous costs have more convex cost functions, then the price adjustment is always partial (discriminatory against high-cost providers).
