FMCSA Issues Interim Final Rule on CDL HM Endorsement

On April 29, 2005, the Federal Motor Carrier Safety Administration (FMCSA) published an Interim Final Rule (IFR), Limitations on the Issuance of Commercial Driver's Licenses with a Hazardous Materials Endorsement. Changes to the administration of the Commercial Drivers License (CDL) program were made in response to rulemaking by the Transportation Security Administration (TSA). This IFR removes all specific applicability dates in favor of references to TSA's applicability dates and also reduces the renewal-notification time period for the states. Drivers and motor carriers must manage the CDL renewal process in order to ensure that the endorsements are not allowed to expire.
