This letter delineates the extent to which packages, prepared in accordance with the IMDG Code can be transported within the US without having been brought up to full compliance with the HMR. The letter is specific to IBCs but has relevance to hazmat in general. While harmonization between the HMR and the IMDG Code has brought the two regulations closer together over the years, there are still differences.
