Responses to Questions Posed to the Transportation Security Agency Relative to its New Rail Security Rules

On November 26, 2008 TSA issued its final rule on rail security. For freight rail security, the regulation provides for strict control of rail security sensitive materials. Covered hazmat includes: a rail car containing more than 5000 pounds of Div 1.1, 1.2 or 1.3 explosive, a tank car containing a Div 2.3 gas or a Zone A or B Div 6.1 PIH (other than residue) and a rail car containing a highway route control quantity of a Class 7 material. The requirements become effective on 1 April 2009.
