In the Federal Register of August 18, 2011, PHMSA issued a notice of proposed rulemaking (NPRM) under Docket HM-216B, to incorporate provisions contained in certain widely used or longstanding special permits. In the last issue, at page 22,1 discussed several of the rail permits covered by this docket. One of the permits not discussed in my article was Special Permit 12095. The Journal's website simultaneously provided my separate examination. My SP 12095 observations presented on the website at that time are covered in this report.
