DOT Special Permit 9275 was issued in 1986 to numerous companies in the consumer product industry. The products affected contain more than 24% ethyl alcohol, but in all other respects met the exception criteria for distilled spirits that are beverages. These products, including cosmetics, perfumes, vanilla extract, and pharmaceu-ticals, like alcoholic beverages, have moved in enormous volumes with no more required transportation information than for beverages. Every holder has had to maintain a copy of the SP, train its people on the restrictions of the SP, report incidents to PHMSA Special Permits and, every two years, apply for renewal with a recitation of the volume of shipments since the last renewal and any adverse experience in transportation.
