Inspection and Test of Tank Car Internal Rubber Linings

Prior to July 1,1996, there were no federal requirements for the inspection and test of an internal rubber lining installed in a railroad tank car. The regulations primarily focused on the condition of the tank shell and heads by requiring a hydrostatic pressure test of the tank before renewing or after removing a lining.
