A Review of Federal Railroad Administration Enforcement Data

Under authority granted to it by the Secretary of Transportation, the Federal Railroad Administration (FRA), as part of its responsibility for oversight of rail transportation, enforces Federal Hazardous Materials Transportation Law and implementing regulations, i.e., the Hazardous Materials Regulations (HMR; 49 CFR 171-180). The HMR are intended to ensure that the offering for transportation, acceptance for transportation, and transportation of hazardous materials are conducted in a manner that protects persons, property and the environment from the hazards posed by hazardous materials.
