Hazard Communication for IBCs

There are two interpretation letters on the subject of hazard communication requirements for IBCs. You may recall that HM-218F issued on July 20, 2011, amended the HMR with one intention being to harmonize with the hazard communication requirements currently required by the IMDG Code. Since HM-218F was issued, I have frequently been asked to clarify the new requirements. So it seems, it might be helpful to examine what is actually required.
