In response to recent incidents, such as the ammonium nitrate explosion in April of this year in West, Texas, the President has issued an Executive Order which calls for measures to be taken by Federal agencies to improve safety and security of chemical facilities. In a related action, EPA, OSHA and ATF issued advisory guidance on the storage and handling of ammonium nitrate fertilizers at facilities.
