DOT Reports to Congress on Hazardous Materials Safety Permit Program Study

On March 11, 2014, the Secretary of Transportation sent a report to Congress on implementation of improvements to the Hazardous Materials Safety Permit (HMSP) program. The report, developed by the Federal Motor Carrier Safety Administration (FMCSA), responds to provisions in Section 33014 of the Moving Ahead for Progress in the 21s' Century Act (MAP-21). Section 33014 requires both a review of the HMSP program, including current status and recommendations for improvement, and either initiation of rulemaking to make necessary improvements or publication in the Federal Register of justification for why rulemaking is not necessary.
