In a final rule published December 18, 2014, the Federal Motor Carrier Safety Administration (FMCSA), rescinded, for most commercial motor vehicle (CMV) drivers operating in interstate commerce, a provision of the Federal Motor Carrier Safety Regulations (FMCSR) that requires drivers to submit, and motor carriers to retain, driver-vehicle inspection reports (DVIRs) when no vehicle defects or deficiencies are found. In a separate action, FMCSA has suspended enforcement of certain sections of the FMCSR pertaining to the restart of a CMV driver's 60- or 70-hour limit under the Hours of Service of Drivers (HOS) rules. These actions are summarized as follows.
