US Postal Service Proposes to Revise Mailing Standards for the Transport of Lithium Batteries

On February 22, 2017, the United States Postal Service ("Postal Service" or "USPS") published a notice of prospective revision of standards in the Federal Register (82 FR 11372) in preparation to revising Publication 52, Hazardous, Restricted, and Perishable Mail, to provide new mailing standards for lithium batteries. The Postal Service proposes to revise Publication 52 mailing standards for lithium batteries in order to align with both PHMSA's changes to provisions for lithium batteries in the Hazardous Materials Regulations (HMR) - as proposed in the HM-215N International Harmonization notice of proposed rulemaking (NPRM) published September 7, 2016 (81 FR 61742) - and recent changes to lithium battery provisions in the International Civil Aviation Organization's Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Technical Instructions).
