Two versions of legislation providing a five-year reauthorization of the Hazardous Materials Transportation Act (HMTA) and other surface transportation programs are advancing in their respective House and Senate chambers. Both bills would replace the HMTA title in the "FAST" Act, which is expiring September 30, 2021. On June 10, 2021, the Transportation & Infrastructure (T&I) Committee reported, H.R. 3684, the Investing in a New Vision for the Environment and Surface Transportation in America Act or the "INVEST in America Act," on a largely party-line vote of 38 to 30. Committee Democrats were joined by one Republican, Rep. Brian Fitzpatrick (R-PA), a member of the Committee's Railroads, Pipelines & Hazardous Materials Subcommittee, in support the bill. As promised by the Committee when it approved its Views and Estimates for FY 2022 earlier this year, H.R. 3684 includes a title reauthorizing the HMTA.
