On 10 February 2020, the President kicked off the fiscal year (FY) 2021 budget and appropriations cycle with the submission of his Budget Request (BR) to Congress. While the President's total request for the Department of Transportation (DOT) represents a 2 percent increase above funds provided in FY 2020, it would reduce discretionary spending by nearly $3 billion, a 12 percent cut. These cuts are among many intended to reverse spending that has increased 17 percent since the President has been in office. With the exception of the Emergency Preparedness Grant (EPG) programs, all funding for of the Pipeline and Hazardous Materials Transportation Administration's (PHMSA) Office of Hazardous Materials Safety (OHMS) is discretionary. How OHMS fares in this environment of fiscal restraint is important to the regulated hazmat community, which depends on this Office to facilitate the commerce of hazardous materials - commerce that is valued at more than $3.1 trillion annually.
