FY 2020 HazMat Appropriations Bill Advances

The Pipeline and Hazardous Materials Safety Administration's (PHMSA) hazardous materials programs, with one exception, are among the myriad "discretionary" spending programs of the Federal Government. Discretionary program funding depends on the appropriations process. Since hazardous materials cannot move any distance by any mode without authorization, it is critical to the Nation's well-being that PHMSA and its Office of Hazardous Materials Safety (OHMS) be fully-funded. The Trump administration's March 11th budget request (BR) for OHMS represented a nine percent cut over the agency's final fiscal year (FY) 2019 appropriation.
