On N ovem ber 7,2018,the Pipeline and H azardous M aterials Safety A dm inistration (PH M SA ) published a final rule in the Federal Register titled H azardous M aterials: Response to Petitions from Industry to M odify,Clarify,or E lim inate R egulations,[D ocket No.PH M S A -2015-0102 (H M -219A )].In the H M -219A final rule,PHM SA am ends the H azardous M aterials Regulations (HM R) to update,clarify,or provide relief from m iscellaneous regulatory requirem ents in response to 19 petitions for rulem aking from the regulated com m unity.The “deregulatory am endm ents” are intended to reduce regulatory burdens w hile m aintaining or enhancing the existing level o f safety provided through the provisions o f the H azardous M aterials Regulations (HM R).
