REDUCING OF GAS EMISSIONS ACCORDING TO THE EU ENERGY POLICY TARGETS

The dynamics and degree of complexity of human civilisation development has generated a major impact on the environment in which people live and develop. As human activities belonging to the energy segment are responsible for no less than 78% of gas emissions with housegreen effect from the Community, it is absolutely necessary that the energy end-use efficiency is improved, the energy demand is questioned and the production of renewable energy in the Community is promoted. This undertaking will contribute to reducing the consumption of primary energy, to minimising the emission of CO_2 and other gas emissions with greenhouse effect, and, as a consequence, this will lead to the prevention of hazardous climatic changes. The buildings sector, i.e. residential and commercial buildings is the largest user of energy and CO_2 emitter in the EU and is responsible for about 40% of the EU total final energy consumption and CO_2 emissions. For audited buildings, a parameter study of the main indicators of the real expertised building, a reference building and the rehabilitated building was conducted. The results of the study, i.e. the quick decrease of energetic consumption with 40-50% entirely justifies that priority should be given to efficient rehabilitation of existing buildings. Energy performance certificate should also provide information about the actual impact of heating and cooling on the energy needs of the building, its primary energy consumption and its carbon dioxide emissions.
