The aggravation of environmental regulations-before the background of the inter- national competitiveness of domestic firms-again and again proves to be a proble- matic project. Michael E. Porter however rejects the frequently states existence of a trade-off between stricter environmental policy and the competitiveness and identi- fies two mechanisms, which connect the targets of a higher environmental quality and an improved competitiveness of the firms: On the one hand technological first mover advantages are in favour of the country with stricter environmental policy, on the other hand there are advantages for the polluting firms, which arise directly from the aggravation of the environmental policy.
