Comprehensive international watercourse rules have been developed d by the International Law Commission and other international bodies. These rules depend on the exchange of data and information between Riparian states, the importance of which is increasingly being Recognised. The case of the Mekong River Basin provides an example Of how these rules can be applied in difficult circumstances and form The basis of a cooperation agreement.
