In early 2005, Christopher Bowie, deputy director of US Air Force Strategic Planning, commented on the growth of C4ISR [command, control, communications, computers, intelligence, surveillance, and reconnaissance], pointing out that, "In the 1960s, spending in this area [also including airlift] represented about a third of our effort. It now stands at about 45%, and is projected to grow to half." The Air Force is now only spending 25% of its budget on 'shooter' forces: fighters, bombers, intercontinental ballistic missiles (ICBMs), and so on, with plans calling for this segment "to shrink even smaller, to about one-fifth of our budget...So we will spend double on ISR and mobility what we spend on shooters."
