Education, Poverty and Terrorism: Is There a Causal Connection?

In the aftermath of the tragic events of September 11, 2001, several prominent observers-ranging from former Vice President Al Gore (2002) to President George W. Bush (2002a), as well as academics, including Joseph Nye, Dean of the Kennedy School of Government, Laura Tyson (2001), Dean of the London Business School, and Richard Sokolsky and Joseph McMillan (2002) of the National Defense University-have called for increased aid and educational assistance to end terrorism. Perhaps surprisingly, our review of the evidence provides little reason for optimism that a reduction in poverty or an increase in educational attainment would meaningfully reduce international terrorism. Any connection between poverty, education and terrorism is indirect, complicated and probably quite weak. Instead of viewing terrorism as a direct response to low market opportunities or ignorance, we suggest it is more accurately viewed as a response to political conditions and long-standing feelings of indignity and frustration that have little to do with economics. Terrorism is difficult to define; in fact, more than 100 diplomatic or scholarly definitions exist. Since 1983, the U.S. Department of State has employed the following definition, which secms to capture what is considered terrorism by many governments and international organizations.
