The reduction and ultimate eradication of poverty is the major objective and the heart of socio-economic development at all levels-subnational, national, and global. The international community's commitment to halve global poverty by 2015 has been enshrined in the first Millennium Development Goal. The assessment of progress toward the achievement of this goal, and in a more general sense of any given country's success in its fight against poverty, requires a methodology for measuring and estimating poverty.
