Improving the quality of human resources through edu- cation and training is of great strategic significance. However, few people have done in depth and systematic Studies on the relation ship between education and pro- Ductivity in china. This study developed an education Productivity transform model and empirically tested the Model using data on the most districts of China. The ba- Sic notion is that the effect depends both on the capability Resulted from education, and on the environment in Which this capability can be exercised, the effect is a re- Sult of two factors combined.
